Default How do I determine if my boat horn is broken or it's not properly wired?

My horn doesn't work. When I used a ohmmeter to check the continuity at the leads of the horn, it showed no continuity. When I checked the voltage at the end of the wires (detached from the horn), the voltage showed 0.13 and, once I depressed the horn switch, I watched the voltage drop to zero, then return to 0.13 after releasing the switch. It is a 12v system, btw.

the points or contacts inside the horn are rusted and no longer work .. take the horn off the boat and try the leads direct to the battery. If it does not sound then you must buy a new horn... you can do all the volt meter you want but this is the best way to find if the horn really does work..
