Why does my boat horn only pop softly when pressed?

I am trying to fix the horn on my 1996 Larson SEI 174 boat. The horn just makes this little pop noise whenever I hit the horn button so I figured I needed to replace it. Bought a new marine 12V horn (stainless steel) and hooked it up and got the same sound (just a little pop).

After this, I decided to buy a new switch relay and run all new 14 gauge wire to see if it was something wrong in the wiring. Hooked a new ground wire up and a new wire to a new 5 amp fuse and then to the horn. Put in the new switch and connected it all and got the same pop. What else could need to be changed to get the horn to actually make some noise?

Cos you fitted to the poop deck..

try taking the horn and hooking it directly to your battery and see what you get. If you have replaced all that sounds like the battery is low.
